Today is the 20th day of Health Care Fraud month, 2011, as

declared by the California Medical Board on August 18, 2011.

Question for today in Health Care Business :

Should we tell the truth in Health Care ?

Should we tell the truth in any business ?

Should we care if someone tells lies and frauds ?

Suppose people tell lies after lies and frauds, should we feel good about it ?

Should Health Care Authorities act on Health Care Fraud ?

Should Health Care Authorities apply or impose the Law on all doctors or

do they look the other way if you are a friend ?

Why should we care about the truth in Health Care or any business ?

Someone had said :

" I am the way, the truth and the life " _______John 14:6

" The truth is the same yesterday, today and forever " ___Hebrews 13:8

Truth in Health Care

If the truth is the same and does not change, it has the same importance

this year, last year or even years ago. We should treat it the same way.

Now, Fraud in Health Care

Frauds in Health Care appears in many forms :

1. Wrongful and criminal deception for financial or personal gain.

2. Person or thing intended to deceive others.

3. Deliberate misrepresentation of truth.

4. Intentional deception made for personal gain or to damage a person.

5. False representation of fact or concealment of what should have been.

6. Intentional perversion of truth.

7. Willful or deliberate act or failure to act.

Division V is about the California Medical Board and Justice Dept.

On Feb. 26, 2008 and June 24, 2008, documents and evidences were

presented to the California Medical Board during official hearings inside the

Medical Board office at 2535 Capitol Oaks Drive, suite 220

Sacramento, CA 95833.

Division V Part A is the hearing on Feb. 26, 2008.

This is mainly concerned with the intentional falsifications performed by

Dr. Robert S. Blum. He falsified the hospital patient medical record of a

poor old woman.

Dr. Blum admitted in writing in the hospital medical record that he

falsified the medical record. This is a fact.

In the seven definitions of fraud noted above, the seventh is willful or

deliberate act or failure to act.

Significant point :

The Health Care Authorities failed to act on the intentional falsifications

of Dr. Blum.

Division V Part B is the hearing on June 24, 2008.

The wrongful and criminal deception, false representation of 

facts and intentional perversion of truth performed by the


following persons were presented, with documents, on


June 24, 2008 inside the California Medical Board :


1.  Dr. Peter E. Philbin, a Nephrologist.


2.  Dr. Leonard A. Brant, a Surgeon.


3.  Hospital Attorney  Steven  V.  Schnier.




Significant point :




     The Health Care Authorities failed to act on the intentional


falsifications of Dr. Philbin, Dr. Brant and Attorney  Schnier.
