HEALTH CARE FRAUD COMMITTED BY DR. ROBERT S. BLUM, M.D.
FRAUDS COMMITTED By DR. BLUM :
The crimes of Dr. Blum were done in broad daylight, recorded in the
Hospital patient medical record. These were submitted to the California
Medical Board and accepted by Robert Sherer, the Senior Investigator of
the Medical Board. These documents were also submitted to Calif. Governor
Jerry Brown when he was the Attorney General in 2008.
It is imperative that we identify Dr. Robert S. Blum as the person who
committed these frauds and crimes.
Dr. Robert S. Blum is a California - licensed practicing physician. The
California Medical Board has records that Dr. Blum is licensed to practice
in the State of California.
The California Medical Board has the records , documents and Hospital
patient medical records that Dr. Blum falsified.
It was a willful or deliberate act to hide the truth.
The action of Dr. Robert S. Blum was a wrongful or criminal deception
intended to result in financial or personal gain.
What Dr. Blum did was a deliberate misrepresentation which caused
another person to suffer damages.
The actions of Dr. Blum were Intentional Deceptions.
The frauds of Dr. Blum are false representation of facts.
The frauds committed by Dr. Blum and related misconduct involved a
willful or deliberate act or failure to act with intention of obtaining an
unauthorized benefit.
The preceding sentences are definitions of fraud which I posted on
Google.com five days ago on August 19, 2011, the second in the series of
Health Care Fraud. Today is the fifth in the series.

1. Dr. Robert S. Blum received his Bachelor of Arts Degree at Dartmouth
College at Hanover, New Hampshire. It was chartered in 1769 and is one
of the oldest schools in the United States of America.
2. Dr. Blum received his Doctor of Medicine degree at the University of
Rochester School of Medicine.
3. Dr. Blum completed General surgery in Bronx, New York.
4. Dr. Blum had Neurosurgery training at St. Vincent's Hospital, New York,
and at Mt. Sinai Hospital, New York, New York.
THEN DR. BLUM COMMITTED FRAUDS.
DR. BLUM ADMITTED IN WRITING IN THE HOSPITAL MEDICAL RECORDS
THAT HE COMMITTED FRAUDS.
THE ADMISSION IN WRITING WAS AN ADMISSION OF GUILT.
QUESTION :
Why was Dr. Blum Not prosecuted ?
THE JUDICIAL SYSTEM OF SOLANO COUNTY, CALIFORNIA, THE JUSTICE
DEPT. AND CALIFORNIA MEDICAL BOARD DID NOT INVESTIGATE DR BLUM

1. First Intentional Falsification performed by Dr. Robert S. Blum :
Dr. Blum dictated a fraudulent Surgical Consultation, this was
typewritten in the Hospital patient medical record. A copy was submitted

Dr. Blum examined a Hospital medical patient under false pretenses.
This is like assault and battery on a person.

As of today, August 24, 2011, we are still waiting for a Public
comment, declaration or explanation from Charles D. Ramey regarding
the crimes committed by physicians in the city of Vallejo, California.
The declaration of Charles D. Ramey should be made public because the
physicians performed or committed crimes against public justice which are
in California Criminal Code Title 7 : Of Crimes against Public Justice
Chapter 5 Section 118 : Perjury
Chapter 6 Section 134 : Preparing false evidence.
and section 182 : Conspiracy.

The comment asking Charles D. Ramey to explain the frauds and crimes committed by physicians were noted about two
weeks ago on the website of :

This is one of the largest Law firms in San Francisco , California with
150 lawyers in the group.

An important reference at this time is the Feb. 8, 1982 issue of Newsweek
Where there was a report about Dr. John Darsee.
Dr. John Darsee was a Cardiologist at Harvard University.
Dr. John Darsee falsified the medical record at Harvard University.
Dr. John Darsee falsified medical research studies.
The Medical community from Boston to Washington was angry.
The result :
Dr. John Darsee was terminated or removed from his position, terminated.
This is in sharp contrast to the reaction of the Hospital and the Medical
Staff in the city of Vallejo, California where Dr. Blum was practicing medicine.
The Hospital and Medical Staff in Vallejo, CA covered up the frauds and
crimes of Dr. Dobert S. Blum. They did not investigate Dr. Blum.
They investigated the victim of the crimes.
This is not surprising. On December 23, 2008, California Governor
Jerry Brown investigated the victim instead of Dr. Robert S. Blum.
Another important reference at this point is Newsweek January 4, 1982.
In this issue of Newsweek Magazine there was a picture of Miss New York
in 1981.
The connection or relevance of this case is that Miss New York
committed fraud just like Dr. Robert S. Blum.
Miss New York padded her swimsuit and was ousted from Miss USA pageant.
Another reference at this point is Washington Post reporter Janet Cooke.
" I apologize to my newspaper, my profession, the Pulitzer board and
all seekers of truth."
This was the statement of Janet Cooke, Washington Post reporter,
after she admitted fabricating " Jimmy's World, " her Pulitzer
Prize - winning story about an 8 - year old heroin addict.
The Prize was withdrawn and Cooke resigned.
Again this is in sharp contrast with the case of frauds and fabrication of
Surgical Consultation performed by Dr. Robert S. Blum. The fabrication
performed by Janet Cooke of Washington Post was about an 8 - year old.
The fabrication of Hospital patient medical record performed by Dr. Blum
was on an old woman or old lady.
There is a big difference in age between an 8 - year old and an old lady
but both of them are human beings. We are talking of human life.
I believe human life is important. The fabrication of Janet Cooke was
only a story but the fabrication performed by Dr. Blum concerns a human
being, a real person. She may be old but still a human being.
She could be anyone's mother.
If the old lady was your mother, how would you feel ?
The response of the Hospital and Medical Staff was to cover up, hide or
overlook the fabrication of the hospital record of the old woman.

3. The THIRD definition of fraud satisfied by the actions of Dr. Blum :
" Deliberate misrepresentation "
The motive for the wrongful and criminal action of Dr. Blum is
to get money from the old woman.
In the website of Dr. Robert S. Blum it says that he has an incorporated
medical practice or he is a medical corporation.
Posted on the website is his annual income which is between $500,000.00
and one million dollars a year ( in 2011 ).
The question is why rob or cheat an old woman of her money ?
Most senior citizens don't have enough money.
Sometimes they don't have enough money for drugs or doctors.
The old lady put her trust on Doctors and she was being cheated.
This strikes at the heart of any senior citizen especially on old woman.
It is so disgusting to earn money this way.
How despicable !!
In the Hospital patient medical record, Dr. Blum wrote ( actually it was Not
hand written but it was dictated and typed for the record ), that he will Not
send a bill to the old lady.
This is another disgusting action of Dr. Blum because at the time of the
dictation saying that he will Not send a bill,
Dr. Blum had already sent the bill. Please note the past tense.
The patient had already sent the bill or charges for his unsolicited, and
unrequested and uncalled for medical services.
This is a very Shameful act.
This is another reason that the Hospital and Medical Staff had to do all or
everything possible to cover up this disgusting and nauseating actions of
Dr. Blum.

4. Fourth definition of fraud satisfied by the deceptions of Dr. Blum :
" Intentional deception made to damage another individual ".
The Hospital and Medical Staff did Not investigate Dr. Blum.
Instead, the Hospital and Medical Staff investigated Dr. Lino Dial.
The investigation was a fraud.
After the investigation, a Judicial Hearing followed.
The Hospital and Medical Staff claimed in writing during the Judicial
Hearing that medical reports were made by Physicians.
Two of these patients were supposedly hospitalized and examined
and were examined by doctors who made medical reports.
When the hospital evidence or the hospital medical patient records
were examined, these two patients were NOT in the Hospital during
the investigation.
These two patients have been DEAD and buried in the cemetery for
a year.
Therefore, in simple English :
1. The hospitalization was a fraud.
2. The medical report by the doctors must be fraud.
3. How could they examine a patient in the hospital when the patient
was Not there ?
