Examples of HEALTHCARE FRAUD in California :

These are well - documented in writing.

1. Dr. Robert S. Blum, a Neurosurgeon, California - licensed practicing physician.

Dr. Robert S. Blum intentionally falsified hospital patient record for money.

The list of Hospital Falsifications, lies, deceits and frauds committed by Dr. Blum
in Vallejo, California are :

1. Dictating a fraudulent Surgical Consultation in the hospital.

2. Examining a hospital patient under false pretenses.

3. Examining a hospital patient without permission, it is like assault and battery.

4. Hospital cover-up of frauds committed by Dr. Robert S. Blum.

Hospital and Justice Dept. did not investigate Dr. Blum.

5. Dr. Blum wanted money from the patient, an old woman, because he sent a
bill or charges for his unsolicited, unwanted and unrequested medical services.

6. Dr. Blum admitted in writing in the hospital patient medical record that
he was never asked to see the patient, the old woman in the hospital.

The old woman was not his patient.

7. Dr. Blum claimed in writing in the hospital patient medical record that he
will Not send a bill or charge to the patient because it was a mistake.

8. This is another lie, deceit and fraud because Dr. Blum said he will Not send
a bill but when he said that, he had already sent the bill or charge. The patient
had already received the bill or charge.

The lies, deceits and falsehoods of Dr. Blum were presented on two occasions at
the above address.

Both hearings in the Medical Board were tape-recorded by :

The first Hearing was held on Feb. 26, 2008.

The medical consultant for the California Medical Board was Dr. Robert Zeff.

During the Hearing of Feb. 26, 2008, Dr. Robert Zeff testified that the actions of
Dr. Robert Blum are Not Ethical and Not Legal.

The second Hearing was held on June 24, 2008.

More documentations about the HEALTHCARE FRAUDS committed by Dr. Blum
were discussed.

Dr. Yap was the medical consultant for the California Medical Board at this time.

Falsification of Hospital Medical record performed by Dr. Peter E. Philbin,
an Internist and a Nephrologist.

This is well - documented because it took place during a Judicial Review Hearing held according to Law in the City of Vallejo, California which is about
forty miles northeast of San Francisco.

This HEALTHCARE FRAUD was instantly recorded by the official court
transcriber and witnessed by nine ( 9 ) California - licensed practicing Physicians.

The frauds committed by Dr. Peter E. Philbin are located on :

pages 43, 46, 47, and 48 of the 100 - page transcript of that Judicial Hearing.

These frauds were spoken by Dr. Philbin under oath on the witness stand during

the Judicial Review Hearing.


3. The third documented HEALTHCARE FRAUD :

Falsification of Hospital medical record performed by Dr. Leonard A. Brant,
a Surgeon and Urologist. This was instantly recorded by the official court
transcriber and witnessed by nine ( 9 ) California-licensed practicing Physicians.

These frauds were spoken by Dr. Brant under oath on the witness stand during
the Judicial Review Hearing.
