Today is the 18th day of Health Care Fraud Month, September 2011,

as declared by the California Medical Board on august 18, 2011.

Health Care Fraud was under the category of Legal Medicine many years

ago. In some areas it was under Medico - Legal cases.

The Health Care part is under the California Medical Board and the

Fraud part is under the Department of Justice.

In this Health Care Fraud in one Hospital in the City of Vallejo, California,

U.S.A. the Series of Fifty - three ( 53 ) Intentional Hospital Falsifications

were well - documented in writing.

It is proper that the California Medical Board sets aside September

as Health Care Fraud month in the year 2011.

Perhaps the California Medical Board will explain this month why this

Huge number of Health Care Fraud in one hospital was not investigated.

On December 23, 2008, the California Medical Board submitted a

petition signed by : SHELTON DURUISSEAU, PhD.

to then Attorney General Jerry Brown of the California Dept. of Justice

to investigate Dr. Lino Dial.

Jerry Brown is now California Governor.

Jerry Brown , then Attorney General signed Court Order No.

02 - 2007 - 183327 from the Dept. of Justice.

was about : To investigate Dr. Lino Dial within sixty ( 60 ) days

from the date of the Court Order : December 23, 2008.

Investigation of Dr. Lino Dial will be paid by the State of California.

Significant point :

Dr. Lino Dial was the victim of the Series of Fifty - three ( 53 )

Intentional Hospital Falsifications, wrongful / criminal deception,

willful , deliberate intentional perversion of truth , and false

representation of facts committed by Hospital, Physicians, and Lawyer

in the City of Vallejo, California 94589.

Written documents about these Series of Fifty - three ( 53 ) Intentional

Hospital Falsifications had been submitted to the California Medical Board

during two tape - recorded official hearings inside the Medical Board.

Dr. Robert Zeff was the Medical Consultant for the Medical Board

during the first hearing.

Dr. Yap was the Medical Consultant for the California Medical Board

during the second hearing.

Both hearings lasted for about two hours.

Questions for the California Medical Board and Dept. of Justice :

1. Why was Dr. Lino Dial , the victim of 53 Intentional Health Care Frauds

was investigated instead of the Doctors, Hospital and Lawyer

who committed the Health Care Frauds ?

This is a matter of Crimes Against Public Justice and the California

Medical Board and the Justice Dept. should provide their answers in public.
