as declared by the California Medical Board on August 18, 2011.

Yesterday the question directed at the California Medical Board and

Justice Dept. was :

Why investigate the victim instead of the perpetrators of the 53 crimes ?

Answer of the California Medical Board and Justice Dept. should be made

public because the Series of 53 crimes committed by Physicians, Hospital,

Lawyer in one hospital in the City of Vallejo, California involve crimes

against public Justice.

Modus Operandi is plural.

Modi Operandi is also plural. Operandum is singular.

This is important in the understanding of Health Care Fraud.

The Modus Operandi :

A. In Vallejo, California : Fraudulent investigation.

Hospital and medical Staff covered up the intentional falsifications of Hospital

patient medical record performed by Dr. Robert S. Blum, a Neurosurgeon.

Hospital and Medical Staff investigated Dr. Lino Dial, the victim of 53 crimes.

B. In Sacramento, California : Fraudulent investigation.

California Medical Board and Justice Dept. investigated Dr. Lino Dial ,

the victim of 53 crimes instead of the Physicians, Hospital and Lawyer who

committed the crimes.

This is well - documented in the Dept. of Justice Court Order

No. 02 - 2007 - 183327 signed by the Attorney General of California,

Jerry Brown on Dec. 23, 2008. Jerry Brown is now Governor of California.

Some considerations :

Why is the Modus Operandi of Hospital, Physicians, etc. like this ?

1. Do you think the Hospital with its concrete walls, roof, plumbing, electrics

bring in money ? Answer is No.

It is the Doctors and Nurses, etc. who bring money to the hospital.

Dr. Robert S. Blum, a Neurosurgeon, brings in a lot of money for the hospital.

Each time Dr. Blum operates, he uses the operating room, the hospital has

to send a bill for that, There are surgical Nurses, use of Laboratory tests,

X - rays, etc. Dr. Blum makes a lot of money for the hospital.

2. The intentional falsification of the hospital patient medical record of a

poor old lady must be covered up at all cost.

It is the money , you see.

Dr. Blum's willful , deliberate , wrongful, criminal deception should be hidden

and never come out in public.

3. We will tell the County Prosecutor not to do anything about Dr. Blum.

This is exactly what happened. No Charges against Dr. Blum.

4. Instead, we investigate the victim, Dr. Lino Dial.

We will use our Power. Hence the Fraudulent investigation at the hospital.

5. This was followed by more perversion of truth and misrepresentation of

facts to cover up the disgusting and despicable actions of Dr. Blum.

The old woman whose hospital medical record was falsified by Dr. Blum

was poor.

" The Lord hears the cry of the poor " _______ Psalm 34 : 5, 6, 7.

" Vengeance is mine, I will repay " says the Lord. ____Romans 12 : 19.

The Lord heard the cry of the poor woman and now the Vengeance of

the Lord is upon the Doctors, Hospital and Lawyer who took advantage of

the poor.
